Try any liquid make-up remover. Make-up removers that you typically use for your face are specially formulated to break down the oils used in make-up.
I would suggest that you dilute one tablespoon of bleach in half a cup of water and rub that onto the affected area. Leave for 15 min, check again and if it is working, reapply until that stain is pretty much gone. Then wash the duvet cover in the washing machine at a temp of 60 degrees celsius (check tag of duvet first to see if it will allow; wash at the maximum temp. allowed); use a soap that contains bleach.
Get a Vanish anti-stain stick, the one that's specifically for greasy items. Treat it then stick it in your washing machine for a good tumble.
