THere is no right or wrong way to apply. IT varies, in ur case it can be applied in a way that creates more coverage so try both ways and see which u are more comfortable with. it goes on after. concealer always goes on after. this is because when you put the foundation on over it, your wiping away some of the concealer and you end up using more product to cover your blemishes.
I find it more productive to put it on after liquid foundation, but before any powder. Remember to pat out your concealer, rather than rubbing it in.
You can put it on before you liquid foundation or if you are putting on powder you could put it on after the foundation and blend it with the powder :-) try both and see what you prefer :-*

It's better to put on after liquid foundation. Then you can see where you need coverage the most without looking cakey. And it conceals better. Hope this helped!
I apply it after the foundation because the foundation might cover up the concealer
